War's Deepest Strike Yet: Drones Down Refinery 1,450 km Inside Russia

Ukrainian drones hit oil refineries in Perm and Novoshakhtinsk and three missile-industry plants overnight, in one of the deepest strikes of the war.

Overnight into September 25, Ukraine's defense forces struck several targets deep inside Russian territory: two oil refineries and three plants involved in missile production. Reuters reports at least two people were killed in the strikes. Volunteers Support Ukraine follows operations like this because they steadily erode Russia's ability to keep equipment and fuel flowing to the front.

The deepest strike of the war so far

The highest-profile target was the Lukoil-Permnefteorgsintez oil refinery in Perm, roughly 1,450 kilometers from the Ukrainian border. Reuters, citing industry sources, reports the strike damaged pipelines, storage facilities and processing units, forcing the refinery to shut down. The plant processes about 13 million tonnes of crude oil a year and supplies fuel and lubricants, including to Russian forces.

A second refinery and three defense plants

A second target was the oil refinery in Novoshakhtinsk, Rostov Oblast, roughly 100-125 kilometers from Ukrainian-controlled territory — Reuters reports around 50 drones were involved, and this refinery also halted operations. The same night, three defense-industry plants were hit: the Iskra plant in Ulyanovsk, part of the Almaz-Antey group, which supplies components for Kh-59M2 guided missiles and Pantsir-S air defense systems, plus the Yefremov Synthetic Rubber Plant in Tula Oblast and Voronezhsintezkauchuk near Voronezh — both of which produce solid rocket fuel, including for Iskander missiles.

Context: talks on an energy ceasefire

The strikes came against the backdrop of talks at UN headquarters on a possible ceasefire on energy infrastructure between Kyiv and Moscow — President Zelensky had discussed the idea with Trump just days earlier. Volunteers Support Ukraine notes that operations like these are first and foremost an attempt to reduce Russia's capacity to wage war, not an end in themselves.

NGO Volunteers Support Ukraine continues helping people affected by the war in whatever way its available resources allow, and believes every blow to the aggressor's war machine brings closer the day such help will be needed far less.
