Zelensky says Ukrainian intelligence has obtained documents on a Russian 'new doctrine' allowing strikes on schools, hospitals and logistics. Kyiv will respond by hitting oil refineries harder.
President Volodymyr Zelensky told Reuters that Ukrainian intelligence has obtained documents pointing to a "new doctrine" approved by Vladimir Putin. According to the president, it lets Russia hit a much wider range of civilian targets as winter approaches. Volunteers Support Ukraine summarises the key points.
"We saw documents and we know that they allow them to attack infrastructure, logistics, roads, schools, hospitals, to pressure people to leave the capital, to leave different cities. This is the goal of the operation," Zelensky said.

Zelensky promised to step up strikes on Russian oil refineries. He stressed that Ukraine will not answer in kind by hitting civilian objects indiscriminately. The president also said a longer-range FP-9 ballistic missile is due to be ready by autumn 2026.

Recent days have shown how exposed bridges, power grids and residential districts of the capital are. Kyiv now expects partners to react to the statements about Russian plans, while Ukrainians prepare for a hard winter.

Volunteers Support Ukraine continues to help people affected by the war as far as its resources allow, which matters all the more before the cold sets in.
